In Canada, flat per-worker is a single percentage on wages quoted ahead of time — 22% pass-through or 23% all-inclusive. Cost-plus passes employer statutory costs through at our actual cost (effective rate ~10% on average, varies by wage and worker mix) plus CA$2.50–3.50/hour per worker as our only fee. Flat is easiest for budgeting on smaller programs; cost-plus usually wins on higher-wage roles and longer assignments.
